STRATEGIC AND OPERATING PLANS

 

The Community Hospital Health Services Foundation (CHF) adopted its three-year Strategic Plan in October 2006 for FY 2007-2009. The annual operating plans detail the objectives, tactics, timeframes and budgets for each of the goals and strategies identified in the Plan. During the first half of 2009, CHF will resume its cyclical strategic planning process and produce a new four-year Plan by October 2009.

FUNDING

Ensure adequate and sustainable funding sources.

• Develop capacity of CHF to raise additional funds to establish a women’s health fund and to build and equip the CHF Pavilion on the new hospital campus

• Resolve reimbursement for clinical services

• Evaluate clinical service investments and either improve capacity as a partner or find alternatives

 

SERVICES

Ensure that community reproductive health needs are being met.

• Structure CHF Pavilion for inpatient and outpatient reproductive clinical services

• Facilitate the development of an enhanced reproductive health education program for the community

• Continue to collect, analyze and publish local women’s health and reproductive health information

 

PARTNERSHIPS

Strengthen key partnerships by continuing close and effective working relationship with CMHP.

• Reach agreement on CHF representation at CMHP Board meetings in anticipation of loss of common board members

• Broaden CHF’s scope of influence on mission related health matters

 

PARTNERSHIPS

Strengthen key partnerships by partnering effectively with physicians.

• Address needs of OB/GYN physicians through clinical service enhancement and clinical joint ventures.

• Actively participate with physicians to transition to a new ambulatory surgery model

 

ORGANIZATION

Structure operational and board resources to meet future requirements and opportunities.

• Examine operations to determine needs in key operational areas and identify functions required

• Organize Board to support operational requirements

• Identify resources outside of the organization to support management function

2008–2009 OPERATING PLAN

 

FUNDING

• Merge Community Hospital Independent Endowment Fund into CHF

• Establish Women’s Health and Reproductive Health and Education Fund

• Determine capital requirements for CHF Health Services Pavilion

• Restructure passive investments

• Pursue licensure or certification for the CHF Health Services Pavilion

• Reclassify CHF with the IRS from a supporting organization to a hospital

• Complete dialysis facilities’ restructuring

• Explore outpatient surgery alternatives

 

SERVICES

• Complete design development phase of CHF Health Services Pavilion

• Assist in design of birthing center in new Springfield Regional Medical Center

• Pursue expansion of services to include outpatient sterilization in the CHF Health Services Pavilion on the new hospital campus

• Continue to grow the programs of the Reproductive Health Education Collaborative, including youth, parent and professional education, and improve sustainability

• Maintain and expand the Women’s Health Resource Guide

• Collect county, state and national data for key indicators of adolescent sexual health

• Monitor patient satisfaction in the birthing center of Springfield Regional Medical Center

• Cooperate with the Clark County Combined Health District to conduct the Youth Risk Behavior Survey in Springfield and Clark County high schools

 

PARTNERSHIPS

• Maintain directors common to both CHF and CMHP Boards of Directors

• Seek ex-officio appointment of CHF Executive Director to CMHP Board of Directors

• Participate in collaborative efforts to improve quality, scope, service delivery and practitioner recruitment for obstetrics and gynecology

• Identify joint project between CHF and medical community

• Protect reproductive health services and CHF income in changing ambulatory surgery environment

 

ORGANIZATION

• Establish investment committee and review investment policy

• Adopt policies for records retention, ethics, whistleblower

• Continue to identify volunteer experts in strategic areas to assist and advise CHF
